What is the story behind the song?

It tells the story of the February 6 earthquake that claimed the lives of 600,000 people (humans, animals, trees and plants) and the people who lost their loved ones. And, of course, it is a great critique of governance. Think of two things a person can count on in life! The house he lives in and the land he lives on.
